How I would choose
If you own a clean English 1.3 install, the MWO Windows mod is the route documented for those files. The linked browser entry is a separate way into the same project; do not apply Windows installation steps to it.
If you do not have the retail game and you want a career tied to a login, NFSMW Online is the page that says exactly that. If you want neither an account nor other players, leave both of these and open the dezm0n port.
Questions and answers
Which one needs the original game files?
The Most Wanted Online Windows client does. The project says to place MostWantedOnline.exe next to speed.exe from a clean English 1.3 install. The browser client does not ask for those files. NFSMW Online does not ask for them either.
When did Most Wanted Online start?
The team-authored NFSMods listing records an upload on 28 August 2017; Correio Braziliense also reports that year but explicitly derives it from NFSMods. Those are not two independent observations. NFSMW Online publishes no start date on the reviewed login page.
